Mr. Stephens earned his law degree at the University of Idaho College of Law in 1978. He earned his B.A. degree from Brigham Young University in economics in 1975. He is a member of both the Idaho and Wyoming bars as well as the Federal Bar Association and the Idaho Trial Lawyers Association. He is serving as the Idaho State Bar Lawyer Representative to the Federal Courts for the years 2009, 2010 and 2011. He received the Professionalism Award from the Idaho State Bar in 2010. He is a trained mediator on the Idaho Supreme Court list of civil mediators and the Idaho Federal District Court panel of mediators. He has had experience over the years in many areas of the law including domestic, criminal, banking, estates and real property. Presently he handles litigated cases in areas such as construction, business disputes and personal injury. He also serves as a mediator for many types of civil cases.

Mr. Stephens is a member of the East Idaho Falls Rotary club.
